Very easy to explain. One is a perfectly timed photograph with optimum light. The other is a still from a video feed that is often part of many cameras that have to run around 12 hours a day or so, whatever the banks hours, they can’t be HD simply because of storage space requirements.
And lol @ “police photo optimization”…it’s the real world, not CSI.
Not rocket science here.
